Abstract

Implementasi sistem manajemen pengendalian mutu menuntut adanya evaluasi strategis yang efektif agar organisasi mampu memastikan pencapaian tujuan, konsistensi kualitas, serta peningkatan kinerja berkelanjutan. Penelitian ini bertujuan untuk menganalisis implementasi evaluasi strategis dalam sistem manajemen pengendalian mutu organisasi serta perannya dalam meningkatkan efektivitas pengendalian mutu. Penelitian ini menggunakan pendekatan kualitatif dengan desain deskriptif, melalui pengumpulan data berupa wawancara mendalam, studi dokumentasi, dan observasi terhadap proses evaluasi strategi dan mekanisme pengendalian mutu organisasi.Hasil penelitian menunjukkan bahwa evaluasi strategis berperan penting dalam mengidentifikasi kesenjangan antara perencanaan strategis dan pelaksanaan pengendalian mutu. Evaluasi yang dilakukan secara sistematis dan berkelanjutan mampu mendukung perbaikan proses, peningkatan kepatuhan terhadap standar mutu, serta pengambilan keputusan manajerial yang lebih tepat. Namun demikian, implementasi evaluasi strategis masih menghadapi tantangan, antara lain keterbatasan kapasitas sumber daya manusia, belum optimalnya integrasi antara evaluasi strategi dan sistem mutu, serta resistensi terhadap perubahan organisasi.
